Description
The Senior Proposal Compliance Auditor is responsible for enforcing proposal process discipline and ensuring 100% compliance prior to submission. This role serves as the final quality and compliance checkpoint for competitive bids, protecting revenue and mitigating risk.
The ideal candidate is detail-oriented, experienced in government and/or complex commercial proposals, confident enough to hold firm on compliance requirements, and respected as a mentor and coach within the proposal organization.
This position requires independent judgment, strong executive presence, and the ability to enforce standards without eroding collaboration.
Key Responsibilities
Validate RFP/solicitation compliance matrices against final proposal volumes
Ensure adherence to page limits, formatting, Section L & M requirements, and submission instructions
Identify compliance gaps, deficiencies, and risk areas prior to submission
Certify proposal readiness for submission or elevate risks when necessary
Enforce Proposal Operations standard operating procedures
Drive consistent use of compliance checklists and review templates
Maintain audit documentation for traceability and lessons learned
Identify systemic compliance trends and recommend process improvements
Partner with Capture and Volume Leads to close recurring gaps
Mentor proposal managers and coordinators on compliance best practices
Provide real-time feedback to improve draft quality and structure
Lead periodic training sessions on compliance discipline
Serve as a subject matter expert on RFP interpretation and submission strategy
Escalate non-compliance issues with clear impact statements
Provide compliance risk assessments prior to submission
Support after‑action reviews to improve future submission
Basic Qualifications
8+ years of experience in proposal management, compliance, or proposal operations (Federal/DoD experience strongly preferred)
Demonstrated experience leading formal compliance reviews on complex proposals
Deep familiarity with RFP structures (Section L & M, instructions, evaluation criteria)
Proven ability to enforce process standards in high‑pressure environments
Strong written and verbal communication skills
Ability to influence without direct authority
Ability to travel as required.
Active Top Secret required with the ability to obtain & maintain a TS/SCI clearance.
Desired Skills
Active TS/SCI clearance.
Master’s degree from an accredited college.
Shipley Proposal Management Training or Certification.
Association of Proposal Management Professionals (APMP) Certification

Active TS/SCI clearance required. This position requires a government security clearance; the applicant must be a US Citizen.
Pay Range
Annual base salary range for this position in most major metropolitan areas in California, Massachusetts, and New York is $141,300 – $244,835. For other states the range is $122,900 – $216,660.
